Hi Stuart, the new BYDA service (launched July 2021) works a bit differently to how you have described. Asset owner responses (including any files) are now uploaded directly to the BYDA service (via the BYDA relay service). BYDA manages the delivery of responses to Enquirers. I hope this clears this up.
Unfortunately the files are sent from the Asset owner organisation via the organisation's email account and not routed through SmarterWX. there could be some liability and timeliness issues associated with some authorities. It may also lend itself to some parties not actively opening and reviewing the plans but merely "ticking a box" of requesting plans
